The Federal Communications Commission has issued a proposed rule that would require that offshore customer service representatives be proficient in “American Standard English”, limit the volume of calls that a provider can handle offshore, and require that customers be informed that a CSR is offshore, while offering to transfer the call to a U.S. call center.
